Considering a HELOC while living in, or cash-out refi prior to moving/renting condo.

Because these charges are different every 3months, so how can I bill the tenant prior I receive the main bill from city? 

They have instructions on how to apply for an “extenuating circumstance" refund.

As a bonus, prior to close, we had already lined up a tenant and had the lease signed so the lender was able to use that rental amount instead of relying on estimates to give us an extra buffer in case something was slightly off.

The turnkey model has a smaller equity buffer, understood because they take the work out for you..but you need to run your own numbers prior to submitting any offer to these TK providers.

At the moment I'm only realizing a small fraction of this loss on my personal return because my W-2 income is close to the upper MAGI limitation per page 5 of the 2019 Partner's Instructions for Schedule K-1 (Form 1065). 

The realtor let me know that the property owner had recently excepted an offer the week prior, but the property owner told the realtor of anther property owner that was having some health problems and was looking to sell some properties.

The person that has the life state died last year and the prior owners are dead as well.
