If the property has portions of it that are unpermitted then you can't consider that value until you bring property back up to code.

I've already checked with my assessors office, treasury office, recorders office,  and building/neighborhood code departments for any liens, back taxes, or violations, and everything came back clean as a whistle.

I think different states are different but there is an actual bank code that refers to construction loans, and that is specifically stated in the loan docs.
