You make some hugely general statements that are highly suspect (length of tenancy in rent control units, and that blue states policies are not necessarily anti landlord) - both of those are completely opposite of my experience and those whom I speak with about such things.

Generally I'd recommend not living in any of your investment properties regardless of whether you have a business partner or not just so that you don't have to allocate all the expenses between business use and personal use.
