That involves informing the Owner and getting permission etc.

Only thing that is worrisome is that the unit without power was the former owner occupant who damaged the property before moving out.

IE go to zillow, search on just by owner sellers (uncheck the other seller types), start calling;  would you be willing to rent for 9-18 months before I'll buy?   

Most other states allow you to look up who the owners are of said LLC.

So it depends, are you going to keep this as a rental or now make it owner occupied.
