I would have no problem sharing with you what we are doing as this does seem to be the most elusive part of the puzzle.

What's the final puzzle piece that brings everything I've learned over the years together and opens the door and lets me in?

I'm puzzled as to why you would put a property renting for $595 the same as one renting for $1495.

Interpreting the information you find, putting the "puzzle" together, and making your approve/deny decision takes a little effort initially, but gets easier and faster with every prospect.

I agree with a lot of what the other PMs have said here - new clients typically shop based on price, but once they've been with a bad PMC, the client realizes that price is only part of the puzzle. 

Then if something new comes along figure out how to make an adjustment, like a puzzle.  

As Robert points out, getting an elevation certificate is only one piece of the puzzle.
