If you've done the right preparation, even if you miss, the consequences usually aren't dire. 

For these types of properties, the MLS is probably the best outlet for a strait sale.

I think there in Seattle you're also required to renew leases, except for dire exceptions.

To get strait to the point, I purchased property from the state of Alabama for back taxes.

Take the most dire example you could imagine - a deteriorated home in the worst neighborhood in Phoenix, with a highly-motivated seller who needs to get out of their home... why would this person not just list their property on the MLS, with a Realtor, and price it accordingly knowing that some flipper or investor (or owner occupant) will come along and see the value?

No One and I mean No One likes robo calls regardless if you are in dire need to sell your home. 

So, I don’t see it as a dire straights situation.As for the out of state investors, what do you see drawing them in? 

My wife and I have found ourselves in a state of "analysis paralysis" and are in dire need of some "Rent or Sell or Other" help from someone (or someones!)

The previous owner did not take care of the property very well, and the back unit especially (1 bd / 1 bath), was in very bad shape and in dire need of repair.
