But making the tenants behave is a talent and not everyone can do it.

My point is that cities and areas who serve the constituents unable to purchase because of other  govt. regulations are behaving rationally.

So even with many owners having the resources to handle it, no one wants that sort of loss and some owners may be more motivated to sell.Only time will tell what sort of impact will really occur.I suspect the arbitrage folks in the high priced markets could be having some significant cash flow issues.

You cant operantly condition your tenants to behave a certain way especially if its outside the scope of the law.

Buyers and sellers are behaving completely rationally working with the full price brokers...once you are off this sight how many houses does a typical person buy/sell in a lifetime?

The problem you seem to be having is finding properties.
