It's a 2-hr workshop, & attendees receive a free cd entitled "Budgeting Your Money", which I'm really interested in hearing.

At one event, the speaker found out that an attendee was a lender and had her stand up and give her contact information.

I also noticed these homes are located in areas without reliable public transportation, grocery stores, and bad areas where there aren't any current section 8 attendees.

For 40 years the club drew 250-400 attendees to its monthly meetings, as well as scores to its more specialized meeting throughout the month.  

Or, is that a state Realtors guideline, dealing with open house attendees that actually already have an agent?  

It is free for first time attendees, and memberships are very affordable and a great value. 

At the end of the day, most of the attendees would want to hire someone to do it for them.

There’s typically a good mix of attendees - usually one or more attorneys, a number of agents, many experienced investors, landlords, flippers, rehabbers, contractors, lenders, etc.

The attendees at these meet ups, on average, are significantly more knowledgeable than the attendees at the Beers and Deals Meet up (it use used to be called something like RE Social).I suggest going to the Beer and Deals Meet UP and going to some of the other RE Meet ups.
