@Marcele Johnson - In Chicago we have a strict ordinance in regards to SD's - a lot of landlords don't want to risk it and take move in fees like @Carmichael Lewis mentioned, but the move in fee cannot be more than half of rent otherwise the courts treat it as a SD and you will get fined for not following the rules of taking a SD.

Arlington county has pretty decent accessory dwelling unit (ADU) regulations, and Fairfax county also recently eased restrictions (still stricter than arlington), so you may have some success there too.
