Elana don't know if you've seen this or not but since you mentioned Cleveland and you're in need of a management I figured you'd get some value out of reading The Ultimate Guide to Grading Cleveland Neighborhoods.

If you want to buy an investment grade property, you should be buying in a market where the prices for real estate are the most affordable in relation to the income potential.

I have walkout basements in the back of properties, but they are up to 5 feet below grade in the front.

If he claims it is medical grade, I would let him know that there is nothing in his tenant file related to it and that even with that, the odor from his unit is offensive to others - and unacceptable.Bottom line:  Make it easy for him to leave and put the problem on his back for solving the odor issue. 

Hey @Kevin CharlesIf you're looking to stay in Metro Atlanta, 150k or less at 1% is difficult (though not impossible).The areas mentioned (stone mountain, union city, and douglasville) are all great cash-flowing areas, though you shouldn't expect the type of appreciation you may get in the next hot Atlanta neighborhood.Be careful about labeling an entire neighborhood in Metro Atlanta by a grade.
