Don't put in real cameras because they'll destroy them and the police aren't really going to do anything with the footage anyway.I haven't gone to Baltimore because it's just too far away for me to manage the project but otherwise I would.

Some tenants just live like this and as long as they are not actively destroying the place (and they continue to pay rent) the landlord might do....nothing about this.However, in this case the OP has funds being held in escrow until repairs are being addressed.

It could be a non-paying tenant that destroys the property, hail that damages the roof, storm that breaks a window, plumbing pipe that bursts inside a wall and soaks the carpet or as simple and the AC breaking down.

Btw, I would recommend getting some business credit cards (Chase Ink, AMEX Business)-reason I recommend business cards is that they report under your business name and not your personal credit profile (which is something I didn't realize until later (don't want to be maxing out your available credit, good way to destroy a credit score).Good Luck!
