Didn't think about doing a skim coat, that's actually a pretty good idea since that damage is apparently 20 years old.

@Jerel Ehlert thanks for the insight that pretty much nails this down then and I have a full understanding thanks for the heads up it is actually a relief in knowing that I can just go on a month to month even though they marked those out and still exercise terminating the lease with the tenant upon notice.

I’m pretty frugal and did a lot of the work myself, subbed out the stuff to frIends that I thought would make the biggest impact like paint.

If you are looking to BRRRR or flip, you can get a HML pretty easily.
