@Henry T. offset is when the pipe sections don't align with each other meaning where they put a joint in the pipe it is now disconnected by a little or alot You could get estimates for repair these sections vs replacing the line.

There is no such thing as being allowed to market someone else's contract by way of a "joint venture" agreement as most wholesalers claim, because the actual owner of the house is not party to the joint venture agreement.
