You might consider actually filing your mortgage with a title company or something similar that would collect the payments and process them and then forward them to your parents for a small fee to keep everything cut and dried and have formal documentation.

A contractor took out the carpet and disinfected the contaminated areas and installed 6 fans to dry out the walls for three days. this costed $1900The next part is to install new carpet and install baseboard trims in the areas previously removed. they quoted me $3500 for that work.So total damage is around $5900Since this is my first time rental I need your advice on what to do.Should I directly bill the tenant that amount and ask them to pay it immediately?

Which one you choose should depend on the location of your lot and its characteristics such as whether it's a dry lot (off water) or on water: canal, lake, fresh water, gulf access, etc., and what your intended use is: annual rental, seasonal rental, your own use, or a mix of these.
