My credit partner is losing full time status soon & going down to part time where she won't qualify for much.

Your only option would be to provide the financing with a fully qualified flipper.

I had several that contacted me earlier from Puerto Rico wanting to rent sight unseen but this last applicant was the only one that sounded like they would be a good qualifying tenant (retired law enforcement plus a good job lined up here)

Less than 1% of all HUD homes qualify and currently there is only 1 property in the whole state of California and zero in my state of Texas.

You need to find out how much of a loan you'll qualify for, what your down payment will be, and your interest rate (approx.)

There's also Texas Veteran Land Board too. 

Do you have to tell what rent I'm receiving from the property when you go before the Board of Equalization? 

Anyways, I've tried alot of things but no matter what I just can't qualify for a place because I have no income. 

If not a lot of equity then can still use it as down payment/reno costs2) Hard Money Lender - The one I use doesnt require you to put down cash but will put a second position lien on your personal residence as your "skin in the game" - So if you dont have a lot of cash this is a good way to go.
