Contracts that I have are a purchase agreement and also assignment contracts.

I'm not sure if their is a state regulation or would it depend on some sort of agreement with the brokerage house I would be sponsored at.

But, like in any rental agreement, they are very real possibilities, are they not? 

Do you need to have a previous agreement with the park first or will they just let you keep it there as long as you continue paying lot rent?

Here’s our plan: with current owner’s agreement, send letter letting tenants know that we are buying the building and that we will reach out to them.

-How do you handle a tenant who is NOT making repairs that their are supposed to make under the agreement?

My advice is to pass on this one if:-You are not 100% comfortable of the numbers independent of his-You do not have an understanding of your agreement together and his obligations are spelled out-Your agent has more skin in the game other than commissionsYou can always pass on this accepted bid and re bid when the property comes back on to give you more time to gather information. 

The only way to purchase the property is to have the involvement of the current owner and enter in to a purchase agreement.

If it's a flip, just do a joint venture agreement and define each parties roles in detail.
