Just buy yourself a cheap generator and install a critical loads panel with manual transfer switch if you want the cheapest option for backup power.

I’m asking if you had really cold weather during that time frame they would of seen a increase in their electric bill anyway because the unit would have been running both stages of heat to keep up with the load of the house.

Good rental market here as there are many great higher education institutions and also, the area is heavily weighted towards medicine, and there are a lot of people employed in that field out here as well.I guess it's going to depend a lot on the area.
