Because it hides the fact that they are a bad tenant and prevents future landlords from being able to properly assess the quality of a applicant.

@Clark Nowlin Is your intention to use this as your primary residence until you can sell your current home (that has the mortgage that is preventing you from getting enough loans)? 

I always try to provide blinds to prevent tenants from attempting to mount their own window dressings.

It is equally important (slightly less so if sub-metered) to enforce tenants NOT running water to try to prevent freezing.

@Joseph Janarski PA state contract used by Realtors has a box that you check that says sellers are limited to retaining earnest money as damages.As long as you check that box it prevents this......Check your contract for something similar.

Standards are good to have but do not set them so high that they prevent you from being successful.
