For about a dollar, you can get evidence of mailing the letter from the USPS and a buck more get notice that thd mailman dropped it in their box.

Get a garden flat spade and scrape that stuff off, or go to box store and get a floor scraper with a blade to get up as much as you can.  

Also the electric box needs to be rewired (quote on that was $1500). 

if the local trash company won't take it and you don't have a big enough trailer or truck bed then you will probably have to find someone with a box truck to help out or rent a box truck and find a suitable landfill to take it.

Put the original documents in a safe deposit box or have a lawyer keep it and give both parties copies.As you complete the project make sure everyone is communicating and that all questions, issues, concerns, and disputes are handled quickly so they do not fester.
