Our tenants are supposed to keep gutters clean too but I've never had them do it.

I've seen property in the area sell at 200$/sq. foot but that's top of the range on a very well done property in a healthy market.

They left and our PM had to clean up the trash and debris they left behind, not to mention the cockroaches we had to get rid of. 

You can't sit around and worry about hypotheticals; instead, rent to tenants with good income, good credit and a clean criminal record. 

If I can fix distressed properties, add some rentals, and clean up the neighborhood maybe it gets me to early retirement. 

She said she couldn't stay in the house for that long for reasons that the house has children and it was not clean (she kinda hinted it during our conversation).

Longstanding local businesses, clean and attractive landscape, military etc.

Because, even though it's free to clean, people don't bother when they know they aren't getting their security deposit back.
