Of course as you mentioned you could also pursue the demo option and start fresh from there...though you've now paid for units that don't exist any longer. 

(Who handle the unincorporated areas)simply do a public records request and ask them to provide you with both administrative and abatement liens.For an extra fresh list, find out who they subcontract for to do the abatements and pay them for a list when they get it.

Aloha,An important consideration is that when you partially paint, partially redo flooring, etc. often once you are done with the fresh work, the remaining areas are more noticeable than when everything was a little tired...
