Is there anyone local to Salt Lake and surrounding counties that is well versed in commercial land development?

The issue is it is likely to be at 45 minutes from "the city". ( Small city so, here 15-20 minute commute would be average )It is close to a lake, which may help attract the older population to it or stational ( vacation rentals?

I don't cheap out as I am getting top dollar for my lake house.

@Scott Steffek,My point is that this is uncharted territory and many landlords had not really considered non payment prior to government shut down.I am fortunate in that I have planned for something out of the ordinary so I will not be affected, and all my vouchered tenants have nothing to fear from me in the way of eviction and business will be conducted as normal.The newbies or those landlords that haven't planned for a black swan event may not be as fortunate.Proper planning and ample cash reserves can make or break you in this business and this is a good wake up call for us all.

I'm looking to invest in short term rentals in Leavenworth and / or Lake Chelan. 

That low six figure income might not feel like it goes very far in the Bay Area, different story in Sac, and a shorter drive to Lake Tahoe to boot.
