Can you tell me which street it is?

Georgia (my state) has sent many, many workers from Georgia Power into Florida although a good part of Georgia has also run into loss of power issues from Irma.IF the broken water line is from the meter to the street, the repair is typically on the city/county; if from the meter to the house, it's on your dime.  

The neighbor with my same address number, but a few streets over, probably make a trip to one another's houses about once every month or two, lol. 

Also, with respect to the city - how is the city on zoning and code violations?

Based on my google maps street view that was updated six months ago, it appears numerous pickets are missing at random intervals.

Tell her to contact city inspectors to come in and see the problems,, they will issue owner a fix / repair to their specifications..
