It wasnt until this year that people that moved out seemed to become impossible to fill.

I see a lot of people MTRing here and being pretty successful, I suggest looking at that.

Yes, I agree people are looking into the Ohio's market that sounds like a great plan. 

As an investor, I've allowed people to stay in my property if they built a fence on the property (single family) and/or if it is kept leashed outside of the unit and I don't get any complaints from other tenants (multi-unit). 

The only people who get access to them are the agents who sell all of their REOs, and even they rarely get access to them.
