The lenders that really had trouble as you were suggesting and again hit the nail on the head were those lenders that could not get bank facilities and raised their funds with a PPM usually paying 10 to 12% interest to the investor from the day the investor invested in the PPM... this put undo pressure on them to get the money out the door..

Here are some questions to help you determine if the deal is good enough:Are you able to do anything to the property for it to earn a 10+ cap on the property, so that even if the development plan doesn't end up happening, the property will still be a decent cash flow investment?

Once you have that nailed down, you can leverage the knowledge of a good real estate agent (preferably one who has done what you want to do) who can help you fill in the knowledge gaps.
