What are the best practices for legally converting a portion of a home into a duplex?

Insurance, proper legal protections, etc. 

The Water Department still asks for the affidavit because they don't consider 'equitable title' ownership unless it's 'legal title'.....so I'm wondering if I can specify timely payments of the water bill in the LC as part of the performance of the contract (or would you recommend I put the water bill in my name on a Land Contract situation too?)

My name is Paul and I'm the Director of Marketing for Oakwood Management Company, the largest PM in Central Ohio and Columbus with 12K+ residential units under management. 

Must be in the law somewhere, as most title companies will not issue title insurance for 2 years, even on the non-homesteaded properties. 

IE: get signed purchase agreement, contact title company, pay-off tax lien, secure title and then close with cashier check at the title company?
