On my most complex deal (includes zoning change) it has been 26 months and still waiting.  

So  later I called a higher up to ask more detailed questions which none of the police had answers to I explained that I use to do security for an apartment complex there we could ban individuals who broke leases as they had no legal right to be there other then as visors just as this situation.

I am evaluating a 30 unit complex which is off market.

My main goal in real estate is to own 2 apartment complexes with more than 150 units and a few duplexes and about 10 houses or more to rent out.

@Chris Seveney's point about the well is also valid depending on how close the septic and well are to each other.If you are a first time flipper, adding another bedroom and replacing a septic is a complex project for a first deal. 

Lastly, if the key is lost you will need to buy a a "cradle" in order to reset the cylinder.My own personal preference is that I do not recommend these locks for large complexes with multiple units.

My realtor seems to think that if the complex is not certified, it 100% won't sell on the back end.

My 10 year goal is to purchase multi family complexes by using something like Brandon Turners "7 years to 7 figures" model, multiplying that x 4, and using the equity to purchase the multi family units and then rely on the cash flow as passive income. 

I did this to help fund the acquisition of a nine-unit complex.
