Don  DonTry Bagley, next to University District, we have the ripple effect happeningMedian house price of University District significantly higher than Bagley..... hint.  

List price is for ~$60k its a 2 bed 1.5 bath near the local university and community college.

It's an up-and-coming area near University of Pennsylvania.

I want to interpret that meaning it is universal code (IBC, NFPA, etc) and not some additions from your more local jurisdiction.

Another area will be looking into is getting building approved for student housing for university that is close by and also speaking with hospital and see about offering housing for visiting nurses as is a stones throw from hospital too.
