@Ashley Zhang, sounds terrible.

While the turnover rate isn't terrible, expect your average military member to stay with you somewhere between 2-4 years.Depending on the size of the town, the town could be heavily influenced by the presence of the military base. 

The winters can be bad but not terrible.

Side note: I checked the title and the owner of the property is a contractor who has terrible Google and Yelp reviews and is known as a scammer.

I recently applied for a HELOC through a local bank and their numbers came back terrible.

History doesn't always repeat itself, but it's not exactly a terrible predictor either.

But public housing has been a bane to the very people you hope to help and even today the "best" example is terrible.  

@Lacey Hunter I think much of it has to do with there being a huge supply of product available right now and the market is responding to this.I also think that Seattle is no longer the desirable city it once was, and people are looking in other areas that don’t have the problems seattle has: homelessness / heroin, terrible traffic, terrible schools, anti-business government, etc

@James Dargan, I'm not terribly certain if you are being facetious or not, but I will answer the question with the assumption that you aren't. 

@Connor Stark - you wouldn't do it if you couldn't qualify for an exemption, the process would be terribly onerous.
