You can post on Craigslist, search for houses that were sold within 1 yr that look staged - contact the seller agent - see if their past client was an investor, and if so, you may have a deal they want (Redfin), post a deal on facebook or a facebook group, google local investors in that area, reach out to your local REA, if you have prop stream you can pull up a list of houses designated as flips - skip trace the number and call the flipper, etc., etc.

Adding GFIs to come up to code does also....Paint, flooring, cabinets, counters, tile, Etc do not need a permit.I know it's tempting to just skip the permit and try and sneak the work, but I would advise against that.
