I do not want as a tenant someone who would do this and, with our vacancy rate, if I do not desire them for a tenant (assuming not for a protected reason and being a slime ball is not a protected class) they do not get to rent our units (exception being the STRs where the PM does the screenings and probably does not try to screen for slime balls).

We had one long-term and purchased several more during last recession and had low vacancy rates, except the one we closed in late October 2009 that didn't rent until January due to really poor tenant pool out there in Nov/Dec, but market rents had dropped about 10% overall so we discounted accordingly (and screening is key).

Apartment complexes frequently have a flat fee security deposit that is substantially lower than 1 month of rent (think $300, $500) - I would suggest you at least try that route.
