Asking the question means you don't know this industry well enough yet and it would be gambling. 

Do we seal the borders?

I'm not a big fun of Las Vegas as this city relies mostly on tourists coming over to loose their money , there will be less of them in the future as people simply won't have money to loose, not essential plane trips will have to be curbed to tackle global warming, and the city doesn't have much more to offer apart of gambling.

Or, if you are bordering another zoning area, you could attempt to get the property rezoned, which will usually result in indifference or an uproar from the neighbors (there will be a "Rezoning" sign on your property before the hearing).

I feel investing for cap. gains is "gambling".

Yes, it's a gamble, but hopefully worth it. 

Blaine in particular is interesting because it has a large number of federal employees making excellent income working at the border.

Up by the Wisconsin border is a far commute for some.
