Do I need to pay someone to go there and assess the property, ( perhaps a rehab construction co ), If I go myself I still wouldn't know how to price it out, or should I just come up with a figure based on similar houses on redfin, etc. and just estimate about 40K in rehab cost.

I have a good conventional renovation lender if you need a referral, As the buyer you have to qualify for the loan like any conventional loan then submit repair estimate and a subject to appraisal for project review.
