You're correct that most of the time you won't be able to file for back rent for the time period where you didn't have the licenses but you can still obtain them now and use them to file for possession

I evicted a tenant holdover from a property I foreclosed on and in the process he revealed to me that the tenant who preceded him had possessions in the apartments storage unit.I have no idea who this person is and suspect I have been placed in the position of an involuntary bailee of that property.

I know this "dual residency" is legal for buying guns in 2 different states according to the ATF (handguns which must be taken possession of in your state of residence).

Scott's link, I believe, looks like it does.The Act specifies "any transaction or scheme....that provides any financing arrangement" (I'm pretty sure those are words used, from my readings) so it's not just a seller providing a note and deed of trust as a mortgage, but any sub-2, wrap, contract for deed or lease option when possession is also given, beyond one year.
