Imagine going through that 6 different times in less than half a year, yes it is very painful, but it is also something that I am grateful for and wouldn't change if I could.

A set of drawings (even unprofessionally drawn) and a finish schedule would be of great help to bring your contractor and your imagination together -- in contrast, if they don't understand or can't read plans, then why bother dealing with them?

I'm not sure if tenants would catch that cost at lease signing, but I've got to imagine $100 or more added ok to their costs will make them think more about moving to the next place where there not responsible for water.

Since they've been long term tenants I would imagine some painting, maybe some flooring, and other miscellaneous repairs would have to be done, but that's just guessing.

You might have to give her notice of your intent to terminate, so check your contract, but I'd imagine her actions will allow you to terminate immediately as she has essential abandoned her responsibilities. 

Because it happened to your family, I imagine that you might always have that fear and mistrust, whoever is in charge of the Mexican government.
