Most builders "go big" because you get more profit per square foot of fixed cost - land, foundations, electrical wiring, etc costs are close to the same whether it's 1000 sf or 2000 sf.

Make sure you know the student body you'll be renting to -- Berekely is going to be very different from Arizona State.

He is a retired home builder and said he couldn't build homes anymore because he hated the amount of corner cutting contracts did in order to save money.

I agree with @Matt M. you need to keep looking for a builder unless his $285/sqft was everything except the land. 

So if your property is vacant, or under the course of construction, a commercial policy or possibly a Builders risks may suite best.
