This can be done by either a set monthly rate, in addition to the periodic rent, or split the monthly water bill between the units by half or prorated by square footage, if different sized units, and add the charges to each unit's respective account.

Now, you have to ask in a respectful way.

Statistically speaking, quality housing for quality people is a surer bet to get you a respectable total return on your investment (in my view).
