The cost is worth it in the long run, plus then you have a certified asbestos free home. 

There are many experts on this forum that can guide you through the process if you should decide to sell.

We are not confident yet in our assessment of fannie/freddie requirements, so would be looking to an expert, maybe such as yourself? 

@Russell Brazil and @Upen Patel are two of the experts in this area so I would stick close to them if I were you. 

I'm not an expert but it seems pretty obvious to me that the water is leaking from outside due to the rain.

I am purchasing a multi family in Carroll County closing in 3 weeks. 1st floor tenant was sent a certified letter to move out of property.

If you can learn to manage other and hire the experts themselves (the subs), you'll be in a much better position. 

Choose an area and become an expert in this area - drive it all times of the day, look for homes that have characteristics of neglect - poor roof, un-kept yard, signs/notices on the window/doors etc.
