If that's not your cup of tea, There's still Manor, Buda, Round Rock, or even San Marcos and many other tertiary markets before you have to go all the way to San Antonio.I've never rented to military people, but I have been a military renter, so I'll give you this word of caution: are you familiar with what renting to a college student is like?

A student by themselves has no credibility.

Ask them for referrals of previous participants, etc. 

Is there anyone local to Houston/Galveston that participates in these that needs assistance reviewing listings or with some part of their process?

Splitting the profits is considered participation in the business, even though the role may be passive (as it has to be with an IRA).An alternative would be for your IRA to lend money to the flipper.  

Also, I know around RPI there are some good property for sale that you can rehab pretty simply and get high rents from students.
