I know I did not go through this with my electric company and they manage to autodraft.....Right now I let them online billpay it into my account (which is no different than cash deposit, as far as I am concerned since they control the amount), pay through Quickbooks (still an ECH I think, and they still have to initiate it is not automatic) or cash deposit.

You could make an offer contingent on seller providing notice to terminate to tenant((I wouldn't endorse doing this though), or you could offer to buyout the tenant and just eat the initial loss upfront.

Couldn't you refinance your initial house into a traditional (non-FHA) loan, pocket your equity, and then buy the duplex using another FHA Loan for only 3.5% down?
