The tenant on the third floor complains about the noise.

Construction has been going on for more than 3 years in fits and starts, but there has been some recent recommitment noises from the government which has increased confidence that it may actually get finished and cruise ships may actually visit.  

Still grinding everyday.

Their various times breaking park rules (noise mainly), should suffice as breaking the terms of the lease, but I'm not sure how easy this will be because the park owner has provided me with absolutely zero written notice of these things happening.What should I do?

My clients are also waiting for a refund, and I will keep on making noise until they give the damn refund back to them! 

After 2 months of living there (I lived above one of the units rented) I would witness the tenant literally screaming, cursing, and being verbally abusive to her two sons (4 years old and 7 years old) - loud noises all day and night, etc.

Naturally they can steal them if they want however if someone enters the property the frigging noise is so loud that its hard to remain in the building.
