Is every building restriction, zoning regulation, government building fee, every green space, every conservation area, every small home ban, every restriction on how many people can live in a property morally wrong?

I grew up in Illinois, used to live in Chicago and used to tutor kids in Cabrini Green, I have a little understanding of the dynamics of Chicago.
