Most people would either look to do this as a Joint Venture (JV) or borrow funds from a private lender.

At the same time, my heart genuinely goes out to the man and his family.

Will it look like a professional job with a nice 1/4" or so bead, applied sufficiently to fill the crack/seam/joint (but not use an 1" wide 2" deep 'bead' because the carpentry/masonry/trim/backer-rod wasn't done properly and the caulk is used to hide crappy craftsmanship)?  

I am genuinely tired of idiotic progressive laws, which end up hurting the little guy!

BE DIFFERENT, be genuine, direct, action centric, and about making a great outcome and having the best time of the journey of it together, and great things WILL happen. 

So I am curious what are some ways I could joint venture with the land/property owner that limits my out of pocket expense/risk but allows me to control the project and still be a win-win for both sides.Thanks in advance.

I just had something like that happen at one property-- the waste water drain line clogged, and with the rising level of water in the pipes caused water to pour out of poorly-glued joints and to form puddles under the house.
