If you're just changing the use you go through zoning, which is totally separate from Building...if it's a simple change of use that makes sense you may just need to fill out a form.

Generally, yes you would fill out most everything on the offer. 

typicaly I fill a unit in a couple weeks, although I have 2 vacancys now one opened today so i dont know about that one yet, the other has been on the market for a couple weeks but hey it is january.
