I wouldn't think they'd pay the 3% because there's no incentive for them to do so when they don't have to for any of their other buyers, so they could just sell the property to someone else.You can always do the lawyer thing but in my experience, lawyers are fairly ineffective at helping with anything other than to confuse the process with turnkeys.
