Maybe that's all it will take.You'd have to decide if reporting them to some regulatory body is worth it. 

A short time ago our local decision making body over section 8 matters decided to reduce their payments to landlords.

Do they smell of cigarettes/weed, diesel fuel, body odor?

You can get a signed lease electronically scanned and followup with returning the original.

We found a cheap option with our state real estate group where they have a standard application and we scan it in to them.  

The only conclusion I have is, the apartment is a dump and they have a really hard time getting a body to live in it, which equals a lousy landlord and thus the headaches that they encounter, vacancies, calls from tenants complaining, calls from lawyers wanting to sue them etc.

Thomas S. can confirm for me, but I believe that you can't enforce any payment order (by LTB or even small claims) against a person who is on any form of government assistance (welfare, disability, refugee...)If there is  more than one name on the lease and at least one of them has a job, then you are good to go.
