I agree with what someone mentioned about " the property is its own best comp" Once a property is purchased for "big discount" what do you think the next forclosure or REO may sell for (or below) if the market is soft?

Lease/options can force you into a foreclosure situation even though you are the landlord.That said a lease/option can still be a good idea.If you use a rent credit that reduces the rent to below market levels the lender could have issues later when the person goes to exercise their option.

As far as offering goes I think your percentages are a little high try going with 60% LTV and below!
