It is not a blanket automatic protection, there are exceptions, many MANY exceptions and a tenant MUST qualify and formally make declarations and submit for the protections, under penalty of law for any false representations. 

After 1 volume purchase you would automatically get the lowest prices possible. from the 2nd volume purchase onward if the manager or salesperson remembers you.

Proration that you hope for is not automatic.
