You can request a security deposit to cover you for such eventualities, in some states there is no maximum, in some states you have to inform the tenant/s where/how the deposit is being held.

Who would buy a 10yr bond @ 2-3% when Zuckerburg just crushed 8% gains today in the midst of a publicity nightmare. 

Also even if a tenant knew about the program (most don't) and was able to sneak it by you (which it would take a lot of chutzpah to try) they would be in violation of the lease and could risk eviction and would almost certainly lose the portion of their security deposit required to cover the utilities.

They may try to stay more urban vs suburban but the reality of public schools, parking, open spaces, short commutes will eventually catch up to them and most will head to the burbs and into SFHs much like generations before them.
