I would contact an attorney ASAP and start the eviction process for non payment of rent.

If I'm reading you right, you have a fully executed contract in which the seller agrees to pay for certain expenses / repairs, and is now refusing to pay for them.I'm also presuming that the $20K reduction was within the contractually allowed due diligence period and was agreed to by the seller within that same period.If that's correct, the seller is in breach of contract.Your attorney should contact the seller and give them the option of performing to the contract or being sued for "specific performance".  

If your state has a similar licensing department, I would contact them and see if there is anything they can do.

I guess the next step would be to contact my escrow company or loan provider.

I would contact them myself, however, I do not feel like getting emails with sales pitches for the foreseeable future.

Once the properties are fixed up they will be rented.At that point I would like to refinance these properties and pull out as much cash as I possible can from each property.I've contacted a few lenders to ask about a cash-out refinance and they don't really want to talk with me right now.
